Kovid Goyal 7004911271 Increase minimum python version to 3.12 ...

Needed for PyErr_GetRaisedException

I could polyfill it, but cant be bothered. Python 3.12 is almost 3 years
old now. If somebody really, really needs older python support, PR
welcome.
